The 2004 announcement of the discovery of a new species of hominin in the form of sub-fossil remains from Liang Bua cave in Flores aroused immediate excitement and controversy. The discovery attracted sceptical attention from dissenting palaeontologists. Many capacity development (CD) programs and processes aim at long‐term sustainable change, which depends on seeing many smaller changes in at times almost invisible fields (rules, incentives, behaviours, power, coordination etc.). The purpose of this article is to contrapose the propositions on power, class and political domination presented by a particular interpretation of Marxism - structuralist Marxism - through a critical dialogue with one of its most paradigmatic authors: Nicos Poulantzas. The article states, against Poulantzas suggestions, that the insertion of the concept of "élite" in theoretical Marxism may produce positive effects on it, specially making the classist analysis of politics scientifically manageable.

The penal system has played a central role in the North Korean government's response to the country's profound economic and social changes. Two refugee surveys--one conducted in China, one in South Korea--document its changing role. The regime disproportionately targets politically suspect groups, particularly those involved in market-oriented economic activities. Levels of violence and deprivation do not appear to differ substantially between the infamous political prison camps, penitentiaries for felons, and labor camps used to incarcerate individuals for misdemeanors, including economic crimes. Peace proposals often fail to carefully balance these tensions or to identify incentives and linkages that enable refugee return. The article aims to resolve tensions between legal, humanitarian and pragmatic considerations in the evaluation of settler questions in contested territories, looking primarily at populations relocated from Turkey to Cyprus after 1974. The presence of Turkish settlers complicates mediations for a federal settlement in the island and constitutes a violation of the Fourth Geneva Convention of 1949. Annual reports play a significant part in the process of governance. In addressing performance, the annual report will typically convey a sense of organizational identity, record achievements and explain key public service processes. The current dominance of new public management (NPM) approaches to measuring performance is of great significance in influencing how police services construct annual reports. A notable strain in the literature suggests that party organisation has a net causal effect on the electoral performance of extreme-right parties. This view rests on a somewhat fuzzy definition and static conceptualisation of party organisation. Moreover, this organisational exegesis fails to fully acknowledge the impact of media communications on modern parties. Increasingly, the US State Department is relying on efforts of public diplomacy to improve America's image abroad. We test the theoretical efficacy of these efforts through an experiment. Participants were recruited in Kyrgyzstan and Tajikistan. All but those participants randomly assigned to a control group read a quote about the US. We varied attribution of this quote to President Bush, an Ambassador, an ordinary American or to no one. When exercising their public health powers, states claim various rights against their subjects and aliens. The paper considers whether public health considerations can help justify some of these rights, and explores some constraints on the justificatory force of public health considerations. I outline two arguments about the moral grounds for states’ rights with regard to public health. This article proposes a new state-based policy – interstate environmental impact assessment – that builds on the National Environmental Policy Act’s Environmental Impact Statement process to address interstate environmental harms. Interstate environmental harms, which occur when decisions or actions in one state produce negative environmental impacts in another state, have challenged American environmental law for over a century. Interstate environmental impact assessment would provide a procedural mechanism for an affected state and its citizens to influence the source state and minimize or prevent interstate environmental harms.
