Selection Bias In College Admissions Test Scores, Jesse Rothstein, Melissa Clark, Diane Schanzenbach Apr 2012

Selection Bias In College Admissions Test Scores, Jesse Rothstein, Melissa Clark, Diane Schanzenbach

Diane Whitmore Schanzenbach

Data from college admissions tests can provide a valuable measure of student achievement, but the non-representativeness of test-takers is an important concern. We examine selectivity bias in both state-level and school-level SAT and ACT averages. The degree of selectivity may differ importantly across and within schools, and across and within states. To identify within-state selectivity, we use a control function approach that conditions on scores from a representative test. Estimates indicate strong selectivity of test-takers in "ACT states," where most college- bound students take the ACT, and much less selectivity in SAT states. To identify within- and between-school selectivity, we ...

Scholarship and Professional Work - LAS

Is the analysis of patron–client networks still important to the understanding of developing country politics or has it now been overtaken by a focus on ‘social capital’? Drawing on seventeen country studies of the political environment for livestock policy in poor countries, this article concludes that although the nature of patronage has changed significantly, it remains highly relevant to the ways peasant interests are treated. Peasant populations were found either to have no clear connection to their political leaders or to be controlled by political clientage. Furthermore, communities ‘free’ of patron–client ties to the centre generally are not ...

Mitigating And Preparing For Disasters: A Survey Of Memphis Organizations, Abdul-Akeem Ademola Sadiq

Public Management and Policy Dissertations

Disaster researchers have established the determinants of preparedness and mitigation at the household level of analysis. However, at the organizational level, there is limited research and no theory to guide research on the determinants of preparedness and mitigation. The main goal of this study is to answer the question "what are the determinants of mitigation and preparedness at the organizational level?" The data come from a survey of 227 organizations in Memphis, Tennessee. This study uses Tobit regression technique to identify the determinants. This study finds that organizational size and concern over disaster impact are strong positive determinants of mitigation ...

Uses And Nonuses Of Patented Inventions, Taehyun Jung Dec 2009

Uses And Nonuses Of Patented Inventions, Taehyun Jung

Public Management and Policy Dissertations

Innovation comprises the processes of invention and commercialization. While the importance of innovation, especially commercialization, has been widely recognized, existing studies have largely overlooked the commercialization process. By examining the determinants of uses and nonuses of patented inventions from firms at the levels of technology, organization, and project/invention, this study attempts to help fill a critical gap in the literature. In doing so, it enriches theoretical understandings of innovation and, in particular, builds on the evolutionary explanation of technology development, the Teecian framework on profiting from innovation, Transaction Cost Economics (TCE), the Knowledge-Based View (KBV), and open innovation and ...

People And Nature: Toward An Ecological Model Of Health Promotion, Daniel L. Dustin, Kelly S. Bricker, Keri Schwab

Recreation, Parks and Tourism Administration

Striving for a healthier relationship among individuals, families, communities, nations, and the environment is imperative at a time in history when humankind can change the face of the earth in monumental ways. This dynamic health relationship, with an emphasis on the contributions of parks, recreation, and tourism to health promotion, is the subject of this article. A broader conception of health that moves beyond human physical and mental health to include familial, communal, national, international, and global ecological health is called for, and a more comprehensive ecological model of health promotion, including consideration of health from a holistic ecological perspective ...

Lucy Diggs Slowe, Howard University Dean Of Women, 1922-1937: Educator, Administrator, Activist, Lisa R. Rasheed

Educational Policy Studies Dissertations

ABSTRACT LUCY DIGGS SLOWE, HOWARD UNIVERSITY DEAN OF WOMEN, 1922-1937: EDUCATOR, ADMINISTRATOR, ACTIVIST by Lisa R. Rasheed Within the last twenty years, some educational researchers initiated an emphasis to study the accomplishments and contributions of African-American women in higher education. Although they were marginally recognized, some African-American women forged into uncharted territories by providing examples of administrative leadership in post-secondary settings. Their triumphs and failures have gone unnoticed, leaving a vacant space in the chronicles of history in higher education. Little is know about one African-American woman, as an administrator at a co-educational institution in terms of her vision about ...

“Aspectos Jurídicos Del Delito De Trata De Personas En Colombia: Aportes Desde El Derecho Internacional, Derecho Penal Y Las Organizaciones No Gubernamentales”, Andres Barreto, Beatriz Londoño, Antonio Varon, Andrea Mateus

Andres Barreto

Organizational Values, Social Responsibility, And Corporate Citizenship: The Case Of Nevada State College, Grace S. Thomson Dec 2009

Organizational Values, Social Responsibility, And Corporate Citizenship: The Case Of Nevada State College, Grace S. Thomson

Dr. Grace S. Thomson

Organizational Values, Social Responsibility, and Corporate Citizenship Organizations contribute more than products and services to the society. The generation of jobs, creation of wealth and satisfaction of needs are only a portion of the influence that organizations have in a community. Likewise, organizations are increasingly engaging in social responsible initiatives to respond to the concerns of their various stakeholders (Aguilera, Rupp, Williams, & Ganapathi, 2007). Organizations with a genuine interest for social responsibility and citizenship possess value systems that articulate and integrate these social motives into their corporate strategy (Graber & Kilpatrick, 2008). Higher education institutions in the United States face the ...

The Ecological Advantages Of Nuclear Power, Fred P. Bosselman

All Faculty Scholarship

Major electric utilities are deciding whether to build nuclear power plants. How will their decision affect ecological processes and systems, both in the United States and globally? The article makes three arguments: (1) if nuclear power plants are not built, the gap will be filled by more coal-fired power plants; (2) the impact of coal-fired power plants on ecological processes and systems is likely to be increasingly disastrous; and (3) nuclear power’s ecological impacts are likely to be neutral or even positive.

New Public Management And Governance Collide: Federal-Level Performance Measurement In Networked Public Management Networks, Amy S. Degroff Dec 2009

New Public Management And Governance Collide: Federal-Level Performance Measurement In Networked Public Management Networks, Amy S. Degroff

Public Management and Policy Dissertations

The purpose of this research was to investigate the implications of networked public management on the design, implementation, and utilization of federal performance measurement systems. A multiple, instrumental case study of four public health programs funded by CDC and implemented nationally through vertical and horizontal network structures was conducted. Cross-case findings suggest that the networked implementation structures for the four federal-level, public health programs have important implications for the design of the performance measurement systems. Specifically, the performance measurement systems were affected by four consequences of the implementation networks: the political influence of collaborative stakeholders; network variability; dependencies on voluntary ...

Strengthening Security And Oversight At Biological Research Laboratories, Michael Greenberger Dec 2009

Strengthening Security And Oversight At Biological Research Laboratories, Michael Greenberger

Michael Greenberger

With the advent of the Anthrax attacks in the fall of 2001, this Nation has been confronted with a serious policy conundrum. On the one hand, we have strengthened programs that encourage the use of our best scientific resources to develop countermeasures to the weaponization of highly dangerous biopathogens. On the other hand, research on those countermeasures requires the use of the very biopathogens we seek to defeat. There have been many mishaps in the handling of those pathogens, which raises the frightening prospect that the research may be as (or more) dangerous than the potential bioterrorist acts themselves. Indeed ...

Managing Small-Medium Cities In A Time Of Globalization: Experiences And Evidence From Florida’S Public Managers, Nadine V. Wedderburn Dec 2009

Managing Small-Medium Cities In A Time Of Globalization: Experiences And Evidence From Florida’S Public Managers, Nadine V. Wedderburn

FIU Electronic Theses and Dissertations

This study examines how public management practitioners in small and medium-sized Florida cities perceive globalization and its impact on public management practice. Using qualitative analysis, descriptive statistics and factor analysis methods, data obtained from a survey and semi-structured interviews were studied to comprehend how public managers view the management and control of their municipalities in a time of globalization. The study shows that the public managers’ perceptions of globalization and its impact on public management in Florida’s small-medium cities are nuanced. Whereas some public managers feel that globalization has significant impacts on municipalities’ viability, others opine that globalization has ...
