[Excerpt] Although a government employer may be the only employer of a particular class of employees in an area (say firemen), it does not necessarily follow that the government agency possesses monopsony power, as current or potential employees can find employment in alternative occupations in the private sector. Moreover, a model is presented in this paper that indicates that the existence of persistent vacancy rates for a class of employees is compatible with there being a greater number of applicants than there are positions, at a wage rate that is predetermined either through a legislative process or collective bargaining. [Excerpt] Also important to any analysis of labor costs in the public sector today is, of course, the effect of collective bargaining on wages. For reasons described in a recent article by Orley Ashenfelter, fire fighters provide an excellent test of union wage effects at the city level. This study will therefore use fire fighters as an example with which to assess and compare the effects on wages of both unionism and the structure of municipal government.

According to William J. Casey, the past Chairman of the Securities and Exchange Commission, and recently appointed Under Secretary of State and Economic Affairs, forecasting should be the first and most important priority of all areas of management and public accounting. Only large institutional investment corporations have had access to such "useful" information when needed. Consequently, large investors are able to make more objective and intelligent investment decisions. A recent study determined that few investment corporations veritably have access to pertinent internal forecasting models. Job Satisfaction Of Police Officers In Second Class Cities In Kentucky, Joan Robertson

Masters Theses & Specialist Projects

The purpose of this study is to attempt to find out how the police officers in the second-class cities in Kentucky view their work. Questions asked concern relationships with the public, their supervisors, and co-workers; opinions of recent court rulings affecting their work; and their sentiments about salaries and plans to continue in police work. After assessing the job satisfaction of the officers, the results were correlated with other studies and recommendations are made directed toward increasing the officers' motivation and effectiveness in performing their duties.

[Excerpt] The primary purpose of this paper is to present empirical estimates of the wage elasticities of demand for different categories of state and local government employees. The employment demand equations that are estimated are derived from a utility maximization model of state and local government behavior. After presenting this model in the first section, we next briefly discuss the data used in the study. The structural system of demand equations is then estimated using pooled time-series and cross-section information, with annual individual state data as the units of observation. [Excerpt] This model is intended to describe the essential relationships between the demand for and supply of education and the demand for and supply of educated workers. The terms "education" and "training" will be used interchangeably throughout, since the proposed model is a general one designed to apply both to traditional education and to specialized training for such occupations as agricultural and veterinary workers, teachers, the skilled trades, and the like. This report was under-taken primarily to evaluate the impact that the construction of the Dickey-Lincoln project would have upon the resources of the Upper St. John River, and to examine the assertion that the Dickey-Lincoln project constitutes a wise use of the public's environmental and economic resources. Since the case that has been made for the construction of the Dickey-Lincoln project rest primarily on the justification of the project in economic terms, this aspect of the project proposal will be intensively explored.

Perceptions Of Power In Conflict Situations, Samuel B. Bacharach, H. Andrew Michener, Edward J. Lawler

Subjects rendered judgments regarding the power of the participants in a series of conflictual circumstances where an adversary threatened a target. These situations manipulated four independent variables: (a) the adversary's capacity to damage the target's interests, (b) the adversary's probability of actually attacking, (c) the target's ability to block the impending attack, and (d) the target's capacity to retaliate. Results showed that all of the independent variables affected the subjects' judgments of the adversary's power, while three of them (damage, blockage, and retaliation) affected judgments of the target's power.
