A Public Lecture: Labour Markets And Economic Development, Gary S. Fields Dec 2009

A Public Lecture: Labour Markets And Economic Development, Gary S. Fields

Gary S Fields

[Excerpt] I want to put forward three propositions to you based on decades of work in Asia, Latin America, and Africa. First, economic development can be (but need not be) a win-win-win situation - for businesses, for individuals and groups of individuals, and for governments and non- governmental organisations (NGOs). Second, the labour market can (but need not) serve as an effective mechanism for contributing to economic growth and for transmitting the gains from economic growth. And third, in both of these areas, whether a country experiences the more favorable set of outcomes or the less favorable ones reflects a) its ...

Dualism In The Labor Market: A Perspective On The Lewis Model After Half A Century, Gary S. Fields

Gary S Fields

This paper asks how the Lewis model might be viewed from the perspective of economic science half a century later. Many of the core propositions remain intact, some might be amplified, and a small number might be revised.

The Microeconomics Of Changing Income Distribution In Malaysia, Gary S. Fields, Sergei Soares Nov 2009

The Microeconomics Of Changing Income Distribution In Malaysia, Gary S. Fields, Sergei Soares

Gary S Fields

[Excerpt] This study uses data from Malaysia's Household Income and Expenditure Surveys to quantify the importance of different factors in accounting for the changes in Malaysia's income distribution between 1984 and 1989 ("Period 1") and between 1989 and 1997 ("Period 2"). These particular years were chosen, because 1997 is the most recent available survey, 1984 is the earliest survey comparable to 1997, and 1989 is important for three reasons: 1. Income inequality fell until 1989 and rose thereafter. 2. Economic growth was slow in 1984-89 and fast in 1989-97. and 3. 1989 is the closest year to the ...

Strong Firms Lobby, Weak Firms Bribe: A Survey-Based Analysis Of The Demand For Influence And Corruption, Sven Feldmann Oct 2009

Strong Firms Lobby, Weak Firms Bribe: A Survey-Based Analysis Of The Demand For Influence And Corruption, Sven Feldmann

Sven Feldmann

We use survey responses by firms to examine the firm-level determinants and effects of political influence, their perception of corruption and prevalence of bribe paying. We find that: (a) measures of political influence and corruption/bribes are uncorrelated at the firm level; (b) firms that are larger, older, exporting, government-owned, are widely held and/or have fewer competitors have more political influence, perceive corruption to be less of a problem and pay bribes less often; (c) influence increases sales and government subsidies and in general makes the firm have a more positive view on the government. In sum, we show ...

Fear And Projection As Root Causes Of War, And The Archetypal Energies "Trust" And "Peace" As Antidotes, Carroy U. Ferguson Sep 2009

Fear And Projection As Root Causes Of War, And The Archetypal Energies "Trust" And "Peace" As Antidotes, Carroy U. Ferguson

Carroy U "Cuf" Ferguson, Ph.D.

I want to use this opportunity to discuss a phenomenon that continues to plague the human experience. It is called the game of war. War is perhaps the deadliest game that humanity has created. The conflict itself represents what appears to be opposing views about the way things should be. Each side believes that it is right and that its actions are justified. Each side therefore seeks to impose its views on the other or to defend its views against the other. Each side fears the other as an enemy and each side projects its fears onto its perceived “enemy.”

Critical Foundations: Providing Australia’S 21st Century Infrastructure, Michael Regan Aug 2009

Critical Foundations: Providing Australia’S 21st Century Infrastructure, Michael Regan

Michael Regan

Extract:

Infrastructure is undoubtedly the least understood of the major asset classes in Australia. A tradition of public ownership and operation, its status as a public good and a lack of information about its investment characteristics in both public and private hands has contributed to limited recognition of its role in national and regional economies. However, this situation is changing. A coincidence of political, economic and financial events in the lead up to the worldwide economic recession of the late 1980s and Australia's microeconomic reforms of the 1990s b[r]ought into sharper focus the central role that infrastructure ...

Do Fiscal Responsibility Laws Matter? Evidence From Emerging Markets Suggests Not, John Thornton May 2009

Do Fiscal Responsibility Laws Matter? Evidence From Emerging Markets Suggests Not, John Thornton

John Thornton

This paper asks whether the adoption of fiscal responsibility laws (FRLs) has improved fiscal performance in nine emerging market economies, as measured by developments in their key fiscal balances. Examining these economies alone, their fiscal performance improved on average between the period before FLRs were adopted and the period after they were adopted. However, emerging market economies that did not adopt FLRs also experienced improvements in their fiscal performance around the same time. The finding suggests that the better fiscal performance in the nine emerging market economies resulted from something other than the adoption of FLRs.

Are Foreign Investors Attracted To Weak Environmental Regulations? Evaluating The Evidence From China, Judith Dean, Mary Lovely, Hua Wang May 2009

Are Foreign Investors Attracted To Weak Environmental Regulations? Evaluating The Evidence From China, Judith Dean, Mary Lovely, Hua Wang

Mary E. Lovely

At the center of the pollution haven debate is the claim that foreign investors from industrial countries are attracted to weak environment regulations in developing countries. Some recent location choice studies have found evidence of this attraction, but only for inward FDI in industrial countries. The few studies of inward FDI in developing countries have been hampered by weak measures of environmental stringency and by insufficient data to estimate variation in firm response by pollution intensity. This paper tests for pollution haven behavior by estimating the determinants of location choice for equity joint ventures (EJVs) in China. Beginning with a ...

Elementos Endógenos Como Fatores Do Desenvolvimento Local Das Cidades: Uma Reflexão Sobre O Município De Piraquara/Pr, Jorge Amaro Bastos Alves

Jorge Amaro Bastos Alves

Capital Humano Como Um Fator Para O Desenvolvimento Regional: Uma Análise Na Era Da Economia Do Conhecimento, Jorge Amaro Bastos Alves

Jorge Amaro Bastos Alves

The Sustainability Of South African Fiscal Policy: An Historical Perspective, John Thornton, Lusine Lusinyan Feb 2009

The Sustainability Of South African Fiscal Policy: An Historical Perspective, John Thornton, Lusine Lusinyan

John Thornton

This article examines the issue of long-term fiscal sustainability in South Africa by applying a battery of recently developed unit root and cointegration tests to real revenue and spending data the period 1895 to 2005. The results provide evidence that, allowing for structural breaks, South African revenue and spending during this period were I(1) series and cointegrated, with the estimated long-run equilibrium relation supporting the presence of a weak deficit sustainability condition.

Cross-Validated Bandwidths And Significance Testing, Christopher Parmeter, Zhiyuan Zheng, Patrick Mccann Dec 2008

Cross-Validated Bandwidths And Significance Testing, Christopher Parmeter, Zhiyuan Zheng, Patrick Mccann

Christopher F. Parmeter

The link between the magnitude of a bandwidth and the relevance of the corresponding covariate in a regression has recently garnered theoretical attention. Theory suggests that variables included erroneously in a regression will be automatically removed when bandwidths are selected via cross-validation procedure. However, the connections between the bandwidths of the variables that are smoothed away and the insights from these same variables when properly tested for statistical significance have not been previously studied. This paper proposes a variety of simulation exercises to examine the relative performance of both cross-validated bandwidths and individual and joint tests of significance. We focus ...

The Effects Of Bargaining On Market Outcomes: Evidence From Buyer And Seller Specific Estimates, Subal Kumbhakar, Christopher Parmeter Dec 2008

The Effects Of Bargaining On Market Outcomes: Evidence From Buyer And Seller Specific Estimates, Subal Kumbhakar, Christopher Parmeter

Christopher F. Parmeter

In this paper we examine wage dispersion in labor markets across currently employed workers. We argue that differences in the potential productivity of a match (typically assumed to be known in the previous literature) generates a surplus between the minimum wage the worker is willing to accept and the maximum wage the firm is willing to offer for the job. Existence of this surplus leads to wage dispersion due to negotiating over the amounts extracted by each agent. Our objective is to estimate the surplus extracted by each firm-worker pair and the effect of the net extracted surplus on the ...

Imposing Economic Constraints On Nonparametric Regression: Survey, Implementation And Extensions, Daniel Henderson, Christopher Parmeter Dec 2008

Imposing Economic Constraints On Nonparametric Regression: Survey, Implementation And Extensions, Daniel Henderson, Christopher Parmeter

Christopher F. Parmeter

Economic conditions such as convexity, homogeneity, homotheticity, and monotonicity are all important assumptions or consequences of assumptions of economic functionals to be estimated. Recent research has seen a renewed interest in imposing constraints in nonparametric regression. We survey the available methods in the literature, discuss the challenges that present themselves when empirically implementing these methods, and extend an existing method to handle general nonlinear constraints. A heuristic discussion on the empirical implementation for methods that use sequential quadratic programming is provided for the reader, and simulated and empirical evidence on the distinction between constrained and unconstrained nonparametric regression surfaces is ...
