This report presents the results of an assessment of the participation and outcomes of Latinos in the Massachusetts Employment and Training (ET) Choices Program. From the start of the ET program, there has been evidence that Latinos participate at rates comparable to that of other groups, but that their outcomes in terms of job placements and wages fall well below the outcome rates of any other group of participants. The Gastón Institute collaborates with government agencies, community organizations and foundations in applied research aimed at evaluating the impact of policies, programs and practices. This poster describes a three-way collaboration among researchers and practitioners from Boston Public Schools (BPS), the Gastón Institute and the Center for Collaborative Education (CCE) which yielded two comprehensive studies: 1. The enrollment and outcomes of English language learners in BPS; 2. Best ELL practices in four schools that were consistently high performing or steadily improving with respect to ELL student outcomes.

Ending unauthorized immigration is at the heart of current federal initiatives in both immigration and social policy. The intertwining of these two areas of policy is nowhere clearer than in the 1996 passage of both the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), better known as Welfare Reform, and the Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA). Immigration status became a key point of differentiation in access to public benefits as cutbacks were instituted with the stated goal of curtailing undocumented immigration. Using 4 years of student-level demographic, enrollment and testing and school-level characteristics, this study analyzes the enrollment and outcomes of English Language Learners (ELLs) in Boston Public School between SY2006 and SY2009 and assess the relative impact of individual and school level factors in testing outcomes of ELLs. The study reports on the improvement in ELL dropout rates and testing outcomes during the period of observation. Educational reform has brought great improvements in educational outcomes for Massachusetts students. In the past decade, achievement scores have risen for all students in Massachusetts; today the Commonwealth ranks first among all states in the overall National Assessment of Educational Progress (NAEP) scores. However, it also ranks among the five states with the widest “gap” in achievement between white and Latino students in both NAEP Math and Reading. In 2002, Massachusetts voters approved a referendum against the continuance of Transitional Bilingual Education (TBE) as a method of instruction for English language learners. The 2000 U.S. Census brought confirmation of the increase of the Latino population and of the growing diversity of Latino national groups that now make this region their home. Latinos now number 428,729, a 55% increase over their numbers in 1990. In 30 years, the Latino population has increased six-fold, and from its initial concentrations in Springfield, Holyoke, and Boston its presence is now a fact across the Commonwealth. This study focuses on the academic experience of English Learners (ELs) in Boston’s public schools in the year before and in the three years following the implementation of Referendum Question 2. Since the middle of the 1980’s, processes of economic restructuring have led to large changes in the landscape of educational and social policy in most of Latin America. Faced with severe economic crisis, Latin American nations have sought structural transformations that have redefined the role of government in the provision of social benefits and sharply reduced expenditures through wholesale privatization and deep reductions in remaining government-sponsored programs. This report presents basic information about Latino students in the public schools of Massachusetts. First, recent population data on Latino youth and public school enrollment are presented, highlighting those areas of the Commonwealth where Latinos are densely concentrated. The report then proceeds to the achievement of Latino students in the schools, highlighting recently published cohort dropout data and MCAS test results for Latinos.
