Community College Finance: Current Funds Revenue Sources In 11 Midwest States In The Decade Of The 1990s , Carol Noel Piper Kenton

Twelve current funds revenue sources utilized by 212 community colleges in 11 Midwest states during the decade of the 1990s were analyzed, using data from the Integrated Postsecondary Education Data System (IPEDS), available on the Internet. Comparisons were made by state as well as time, using the two-way analysis of variance. Of particular interest were trends in the proportions of student tuition and fees, and state and/or local appropriations from 1990 to 1995 to 2000. In 2002, the State of Iowa is developing guidelines for implementation of the Accountability Government Action, House File 687. This legislation will require all state departments to develop planning and accountability strategies that will fit within the overall direction of state government. The pilot research was conducted utilizing one community college and a single participating company, through case study methodology, and developed an evaluation process and instruments to measure the effectiveness of economic development initiatives, specifically Iowa Industrial New Jobs Training Programs (260E). Despite the latest substantial increase in Hispanic/Latino(a) students enrollment in Higher Education institutions, more than 20% since 1993 at two-year and four-year colleges and universities and an increased enrollment of 4.7% in community colleges during a one-year period (1996--1997), issues of retention, transfer, and graduation are still the main focus of educational researchers, practitioners, and policy makers. This study of the impact of community college general education, semester hours on student critical thinking ability responded to national and regional research recommendations in analysis of three components: (1) critical thinking, (2) general education, and (3) community college. Student critical thinking ability was measured by student scores on the ACT Collegiate Assessment of Academic Proficiency (CAAP) Critical Thinking component exam.
