Purpose: Community colleges across the United States are implementing systemic change models such as guided pathways to increase student success. The purpose of this multiple case study was to describe the role of strategic governance in the implementation of guided pathways at scale at California community colleges.

Methodology: This phenomenological qualitative study used a multiple-case embedded case study methodology to collect data aligned with the four imperatives of strategic governance theory. The third section of the dissertation examined how three school districts equitably implemented Senate Bill 100. The districts’ policies were reviewed to see how parents were involved in establishing the discipline policies and how information was communicated to the parents and students. This dissertation examined the relationship between employee engagement and the factors that may influence the three psychological conditions of engagement: meaningfulness, safety, and availability for the sector of employees classified as maintenance, grounds, and custodial employees in a community college setting. The factors for each of the three conditions are meaningfulness (job enrichment, work role fit, and co-worker relations), safety (co-worker relations, supervisor relations and co-worker norms), and availability (resources, self-consciousness, and outside activities). Many student affairs departments struggle to contribute to an institution’s evidence base of student learning. In part, this results from student affairs personnel not having adequate training in how to assess learning outside the classroom. This quantitative survey research gathered perceptions of Chief Development Officers (CDO’s) at public community colleges across the U.S., with 129 respondents.

Of the items rated most highly, CDO’s perceived that their presidents effectively communicates their institution’s mission to internal and external constituents; their college has made unique contributions to their community; their college fund raising program has effectively defined a niche in their service area; their investment/stewardship program has advisors successfully guiding investment; they have successful oversight over investments; and they have a successful process for selecting their investment advisors.
