Community colleges carry out dual missions providing occupational and collegiate preparation in local communities across the United States. These institutions prepare students for advanced study via transfer policies that lead to enrollment in baccalaureate institutions. State higher education systems use transfer and articulation policies to strengthen academic pathways between two-year and four-year institutions. These policies rely on established governance to facilitate student transfer between sectors. The transfer and articulation literature stresses the importance of statewide policy guidelines, yet little has been written about the process of transfer policy development involving state higher education governance and policy groups and actors.

ABSTRACT

The third section of the dissertation examined how three school districts equitably implemented Senate Bill 100. The districts’ policies were reviewed to see how parents were involved in establishing the discipline policies and how information was communicated to the parents and students. The data for the districts highlighted the discipline and expulsion rates of students by race, gender, achievement gap, and social, economic status.

The standard model for college in America—a four-year bachelor’s degree that teaches critical thinking, analytic reasoning, and written communication skills—is unaffordable and unattainable for most Americans. Only about a third of citizens aged 25 and over have achieved a baccalaureate degree or better. Two-thirds are left behind in precarious jobs that pay substantially less and that are losing ground. This dissertation evaluated campus violence threat assessment policy and procedure implementation at the community college level of higher education. The importance of this topic was to provide a manageable and collaborative initiative for leadership at institutions of higher learning to identify, develop, implement, and evaluate a policy that can effectively prevent acts of campus-related violence. The Relationship Between Demands And Resources And Teacher Burnout: A Fifteen-Year Meta-Analysis, Tammy Marie Stewart

This meta-analysis explored the phenomenon of teacher burnout— the biggest contributor to teacher attrition (Owens, 2013; Unterbrink, 2014; Yu, 2015). The focus of this study was to use meta-analytical procedures to explore the relationship between burnout dimensions (i.e., emotional exhaustion, depersonalization, and feelings of personal accomplishment) and specific demand and resource correlates. Demand correlates included work overload, role conflict, role ambiguity, and student misbehavior. Resource correlates included peer support, supervisory support, and decision-making. The accountability theme within higher education resonates throughout campus programming, state budgeting, and federal legislative review sessions. Most notably, the design and implementation of state-level performance-based funding (PBF) models can be found in more states than not; indeed, twenty-five states had PBF models in place as of December, 2013, with another fifteen states transitioning to or in formal discussions of this funding phenomenon (Friedel, Thornton & Katsinas, 2014). The purpose of this phenomenological study was to describe the experiences of veterans who have made the transition from international deployments to an Iowa community college. The essence of these experiences was solicited by asking the question: How do veterans who have made the transition from international deployments to an Iowa community college describe their experiences?
