Combined with other economic development challenges in the region, this context presents unique challenges for community college leaders in this part of Appalachia. The American Association of Community College Six Competencies for Community College Leaders are considered within this context to explore how those leading community colleges in the region feel about the competencies, what is unique to leading in Appalachia, and their most useful professional development experiences. Those competencies are: organizational strategy, resource management, communication, collaboration, community college advocacy, and professionalism.

The role of ethical leadership for community college presidents is of concern (Anderson, Harbour, & Davies; Wood & Nevarez, 2014), especially given the added pressure on community colleges to increase completion rates for student populations that have historically underperformed academically. Moderator Effect Of Financial Aid On Predictors Of Community College Graduation Rate, Richard Wilt

This study examined the resource allocation decisions community colleges make in order to gain insight into the relationship of those decisions to graduation rate and whether those relationships were influenced by the percentage of students at the college receiving financial aid. Much of the literature on persistence and graduation rate in higher education is based on student characteristics such as SAT scores, high school GPA, ethnicity, and socioeconomic status, or on college selectivity. This study switches the focus to the characteristics of the college rather than the student.
