Student attrition has been a significant challenge facing higher education for decades and is particularly pronounced within community colleges. Specifically, first-time postsecondary students only experienced a 59.3 percent retention rate between Fall 2013 and Fall 2014; at two-year colleges, less than half (46.9 percent) of students were retained during the same period (National Student Clearinghouse, 2015a). As institutional leaders attempt to increase student retention rates, they often invest in early alert systems, which promise to be a key part of a student success solution.

Student disengagement is pervasive in community colleges. The Virginia Community College System serves a varied demographic that includes single parents, the disabled, minorities, and the impoverished. These unique qualities present unique challenges to keeping these students involved. Students at community college may have low self-esteem, lack purpose and encouragement, or have negative peer influences. While many students may not acknowledge this problem, VCCS takes many steps to combat it. This papers delves into the core of disengagement and examines the personal aspects of student disengagement.

The problem of this study was to evaluate the enrollment rates and academic performance of students in courses at Central Virginia Community College (CVCC) that utilize Open Educational Resources (OER) to help determine if the use of such materials should be encouraged and expanded in the Virginia Community College System. This program evaluation case study examined the academic effectiveness of a developmental math program in the southeastern United States. The CIPP Evaluation Model (Fitzpatrick, Sanders, & Worthen, 2004) was used as the framework for this program evaluation. The research questions used to guide the research were (1) what are the conditions leading to the necessity of a developmental mathematics program at the college level; (2) what other attempts have been made to solve the problem; (3) how does the implementation of the developmental math program at this college align with recommendations for appropriate instruction of developmental math students; (4) how is the developmental math program at the college being implemented; and (5) how effective is the developmental math program at the college.
