The UQV theory is a metaphysical theory that the universe is the consequence of the ultimate questioner's vanity. This theory builds on the NSTP (Non Spatial Thinking Process) theoretical metaphysical semi-solipsism, the position, which specifically regards the NSTP theoretical superhuman mind as a personal philosophical questioning supermind. The NSTP theory is a (philosophy of mind) semi-idealistic as well as semi-dualistic theory that the material universe, the one in which peculiar phenomena like quantum non-locality exist, is exclusively a group of superhuman as well as non-superhuman thinking processes existing in the form of (non-spatial physical/material) feelings (i.e. states of consciousness). Michael Wheeler: Reconstructing The Cognitive World: The Next Step, Leslie Marsh

Michael Wheeler is the latest in a new wave of philosophical theorists that fall within a loose coalition of anti-representationalism (or anti-Cartesianism): Dynamical –, Embodied –, Extended –, Distributed –, and Situated –, theories of cognition (DEEDS an apt acronym). Against this background, cognition for Wheeler is, or should be, a more ecumenical concept. This ecumenical approach would still be amenable to making theoretical distinctions, the central one being the notion of offline and online styles of intelligence, a distinction that makes conceptual space for another closely related notion, that of propositional knowledge (knowing that) and tacit knowledge (knowing how).
