The purpose of this study was to inventory various environmental and economic criteria for the region. In the second phase the data was analyzed for implications for development potential. In phase three the Net Available Land Analysis methodology will be allied on the town level to two towns that meet one or more of the three Economic Development Administration criteria. The region chosen was Enfield, Connecticut and Holyoke, Massachusetts.

This project addresses the following issues:

1) Analysis of the cost of abating water pollution sources contaminating the Lower Connecticut River for the communities of Agawam, Chicopee, Holyoke, Ludlow, South Hadley, Springfield, and West Springfield.

2) Analysis of the impact of water pollution abatement measures on the economy of Hamden and Hampshire Counties.

3) Analysis of the impact of additional economic development on Hamden and Hampshire Counties resulting from an improved river resource.

4) Assessment and analysis of increased recreational activities resulting from a cleaner river resource.

This report purpose was to build a plan for the town of South Hadley, Massachusetts. The five year plan will serve to improve the existing efforts and establish a long and short term goal for the Holyoke Range and the Connecticut River with the idea of making it more accessible to the public.
