The essays in this chapter focus on the issue of how best to recruit the very best administrative talent to leadership positions in schools. For years, the accepted practice has been for school leaders to be prepared through traditional school administration programs with higher education institutions. These programs, almost exclusively housed within colleges and schools of education, consisted of a range of courses from school law to school finance, often with associated and embedded field and clinical components. Job Satisfaction Of Female And Male Superintendents: The Influence Of Job Facets And Contextual Variables As Potential Predictors, Ila Phillip Young, Theodore J. Kowalski, Robert S. Mccord, George J. Petersen

A descriptive multiple regression approach was used to assess the job satisfaction of female and male public school superintendents taking part in a decennial survey conducted by AASA. Self-reported job satisfaction of public school superintendents was regressed on their affective reactions to specific job facets (supervision, co-workers, and compensation) and to contextual variables (type of school district, legislative mandates, and funding sources) purported to influence their job satisfaction. Results indicate that female and male superintendents were found to be similarly satisfied with their current job assignment but for different reasons as revealed by interaction terms addressed in the regression analyses.

The many benefits of increased levels of educational attainment to both individuals and society are well-established (Bailey & Mindle, 2003; Baum, Ma, & Payea, 2010; Cook & King, 2004). With increased levles of educational attainment come higher average earnings, lower rates of poverty, lower likelihood of unemployment, better working conditions, improved health, and a host of other individual benefits (Baum et al., 2010). Society benefits from higher educational attainment through increases in taxes paid, lower rates of dependence on social welfare programs, and greater civic engagement (Baum et al., 2010). [Excerpt] In public higher education, tuition increases in recent decades have barely offset a long-run decline in state appropriations per full-time equivalent student. State appropriations per full-time equivalent student at public higher educational institutions averaged $6,454 in fiscal year 2010; at its peak in fiscal year 1987, the comparable number (in constant dollars) was $7,993 (State Higher Education Executive Officers 2011, figure 3), translating into a decline of 19 percent over the period. The Short-Term Effects Of The Kalamazoo Promise Scholarship On Student Outcomes, Timothy J. Bartik, Marta Lachowska

In order to study whether college scholarships can be an effective tool in raising students’ performance in secondary school, we use one aspect of the Kalamazoo Promise that resembles a quasi-experiment. The surprise announcement of the scholarship created a large change in expected college tuition costs that varied across different groups of students based on past enrollment decisions. This variation is arguably exogenous to unobserved student characteristics. In the mid-and late-1990s, Illinois was a top-performing state in preparing students for college, enrolling residents in college, and keeping college affordable:

The Youth Expanded Food and Nutrition Education Program (EFNEP) is one of the United States Department of Agriculture's hallmark nutrition education programs for limited-resource youth. The objective of this study was to gather opinions from experts in EFNEP and related content areas to identify costs, effects (impacts), and related instruments to develop a cost-effectiveness model (instrument) for youth EFNEP, which does not exist. Factors Accounting For Variability In Superintendent Ratings Of Academic Preparation, Theodore J. Kowalski, Ila Phillip Young, Robert S. Mccord

This study utilized findings from the 2010 decennial study of the school superintendent to determine the extent to which four predictor variables (courses, professor credibility, size [enrollment of employing school district], and gender) accounted for variability in superintendent overall ratings of their academic preparation. The standardized regression coefficients indicate that most of the variance accounted for in the linear equation was due to ratings of professor credibility and ratings of the perceived value of courses. This study examined the implementation and assessment of revenue-based budgeting at a medium-size, private, mission-based graduate school of education (SOE), under the pseudonym Peter Claver University (PCU). Additionally, two other similar schools were included in the study because they used revenue-based budgeting for a period of 10 years or longer and their missions were comparable to that of PCU’s SOE.

Many college students and their families are concerned about the high costs of textbooks. A company called Flat World Knowledge both gives away and sells open-source textbooks in a way it believes to be financially sustainable. This article reports on the financial sustainability of the Flat World Knowledge open-source textbook model after one year of operation.
